I had the honor of serving under Dr. Leach at the Kentucky Department of Publuc Health. He was one of the most influential mentors in my life. His compassion for his fellow citizens and their wellbeing was inspiring to those around him.
His positive impact on the health of the citizens of the Commonwealth of Kentucky lives on through many stautory improvements carried out under his tenure. He is missed by those who he lead.

I learned of this only today (Aug 2016), through the US Public Health Service.
Rice was a charming man, always engaging and interested in helping others solve problems. I had not seen him for quite some time, but thought of him often.
My sincerest condolences to all who knew and loved Rice. Our nation has lost a wonderful and inspiring public health leader.

Aida and I were greatly saddened when we recently learned of Rice's passing in the July issue of the Retiree Newsletter. We have known Rice and Mireille since the early 1980's and I have had the distinct honor and pleasure of working with Rice over the years in Oklahoma, Phoenix and IHS Headquarters. What fond memories I have of his wisdom, inter-personal skills and all those stories and quips! Of all the great people I interacted with in my 30-year career with IHS, Rice is right up at the top of the list. And getting to know Rice and Mireille personally just made those interactions all that more special. Rice is truly a person one can never forget. Nothing but smiles comes to mind with each memory of him.

I was a colleague of Rice Leach in the USPHS and became aware of his death only today in the course of perusing the "PHS Taps" section of the most recent USCG Retiree newsletter. My deepest condolences to Mirielle and all of the leach family. He was a wonderful, intelligent, and caring human being who appreciated each day and each person he met. Rice combined his caring personality with a no nonsense approach to management and a dedication to truth-telling that may not always have been politically wise but always had the best interests of public health at heart. Although I haven't seen him in many years, I know the world today is a bit poorer for his loss. We were fortunate to have him as long as we did. RIP!

I am so very sorry for your loss. I knew Rice and his wife and son, George, back in Tuba City, Arizona, when I worked for USPHS as a nurse. He and Mirielle treated me like a family member. I will never forget their caring ways.

I first met Dr. Leach during my 17 year tenure in the Kentucky House of Representatives and had some contact with him while working in the Attorney General's Office and then with the Justice and Public Safety Cabinet. He was an amazing person whom I liked and had tremendous respect. His impact will be felt by thousands of Kentuckians, but most will not know it was Dr. Leach who helped them.
I heard a quote from Pope John XXIII as follows: "Do not walk through time without leaving worthy evidence of your passage." Dr. Leach's evidence in addition to being worthy was boundless.

Dr. Leach can never been replaced. He was the BEST Commissioner! He always had a smile on his face & loved messing with people. It is so appropriate that he passed on April Fools Day! Maybe that was his last "laugh" on us. I can see him in heaven now with his camera (now his phone) taking pictures of everyone and everything around him and making everyone smile and feel special. He didn't care if you were a head honcho or a small person on the ladder of life if you knew him he made you feel special. We will truly miss such a fine man.

I had the pleasure and honor of working with Dr. Leach for five years at the Cabinet for Health Services. He was one of the most highly principled men with whom I have ever worked. He was a true, dedicated, public servant, and the Commonwealth is much the less because of his death.
May you, his family, be comforted by many wonderful memories, and the knowledge that Rice rests safely and without pain in the arms of The Lord.

What a wonderful man. I so enjoyed conversations with Dr. Leach. As a reporter, sometimes it's mostly about asking questions and recording answers. Dr. Leach was one of a kind gentleman. I thoroughly enjoyed our many conversations on various subjects. You do not encounter many people with such an extensive biography and accomplishments yet maintains so much common sense in addition to his wealth of book knowledge and in-depth comprehension of public health. I had the privilege of knowing him for a short time (two years), but he still left an impact on my life. I extend my condolences and sympathy to your family. I had the privilege to interact with Dr. Leach on more than one occasion. If anyone was ever in a meeting with Dr. Leach you certainly knew who he was. He always asked the tough questions and was never afraid to voice his opinion. A very intelligent and unique individual.

Rice Leach was an incredibly physician, a skilled administrator and a constant advocate for the public's health. He was committed throughout his life to those who were in need of care and may not have had access to it to to problems that did not lend themselves to easy solutions.
He was a dear friend, valued colleague for 54 years, I know of no other physician who has made the impact on the Indian Health Service, the Commonwealth of Kentucky or Lexington Fayette County that Rice has.
He will be missed and the world is poorer for his departure, rest in peace, my friend.

I had the pleasure of serving with Dr. Leach in Tucson as well as the Aberdeen Area Indian Health Service. He was a true champion of public health and when he recognized problems, he would never give up without trying to fix them. I had the privilege of knowing Dr. Leach through projects he partnered with the National Cancer Institute's Cancer Information Service and Partnership program. It was obvious he was committed and passionate about reaching undeserved populations and offering them the same opportunities for preventive care and care for cancer treatment as others received.

Dr Leach was a true defender of Public Health. The State will be much less for his loss. His work on th needle exchange program will impact upon many thoughout the Commonwealth, both the drug users and the citizens who will no longer be finding used needles in the parks and other public places.
